More than a year after Congress approved $800 billion in stimulus funds, the Los Angeles city controller has released a 40-page report on how the city spent its share, and the results are not living up to expectations.
"I'm disappointed that we've only created or retained 55 jobs after receiving $111 million," said Wendy Greuel, the city's controller. "With our local unemployment rate over 12 percent we need to do a better job cutting red tape and putting Angelenos back to work."
According to the audit, the Los Angeles Department of Public Works spent $70 million in stimulus funds -- in return, it created seven private sector jobs and saved seven workers from layoffs. Taxpayer cost per job: $1.5 million.
The culture shapes the economy long before the economy shapes the culture. Where should we devote our energies?

Running For Cover: TN6 Democrat Candidate Carter Calls For Pelosi To Step Aside
It doesn't take a genius to understand that this guy doesn't stand a chance of winning with the current House leadership in power.
He's even gone so far as to pledge not to vote for Pelosi for Speaker, were he to be elected.
Well, at least on the first ballot..in the closed caucus...and he'll behave after that, ya'll--no worries. He'll be her liddle lap-dog after that. All that money to borrow, print and spend to make certain the economy stagnates for decades. It's a tough job, but OS is certain he's up to it.
But, hey--it's a start.

Unknown as yet whether this is related to the BP oil spill. But BP would be well served to get out ahead of this problem, and err on the side of taking on the remediation of this situation.
Again, the Gubbermint won't actually solve anything, and will do what it can to make things worse. This is another opportunity for BP to win the credibility competition, by lending its good offices toward determining the cause and working toward a solution.

Denninger Shares A Win For The Good Guys
Remember OS's previous screed about heeding the commandments about not lying and stealing?
Well, Denninger shares one refreshing episode in which a judge realizes that a bank and its law firm were attempting to steal a home from a family through foreclosure by lying to his court, and attempting to use his court as the means to commit fraud.
The judge, blessedly, was not amused.
Now, the question remains: Why aren't disbarment proceedings underway? Why isn't law firm under scrutiny by the Florida Attorney General, to see how many times they got away with this before being caught? Why hasn't one lawyer or banker been cuffed, perp-walked for the cameras, had his prints and mug shots taken, and been forced to cool his heels before making high bail?

What To Say To Billy-Bob? Poverty Rate Climbs, And Keeps Climbing
OldSouth has a good friend, who shall be called Billy-Bob. A good Southern name for a truly decent Southern Gentleman.
OS, for reasons that can never be disclosed here, owes so much of the happiness of his family to Billy-Bob's generosity of spirit. BB made some crucial phone calls a few years back, and changed history in a positive direction for this family. He never had to, and OS didn't even know how crucial those phone calls would be at the time. BB just did it, 'cuz he's a generous soul, and knew it needed to be done. He's one of those kinds of people.
BB is a convicted, passionate, Obama-loving liberal. He also has made some lifestyle choices that OS would not have made. BB's the reason OS scratches his head and wonders about people, and tries not to paint private people with whom he agrees or disagrees with too broad a brush. BB cuts across all expectations and breaks all the rules. And he's one of the most decent people OS has ever had the honor of knowing.
So, BB posts this link on his Facebook page.

Forty-four million people in the United States, or one in seven residents, lived in poverty in 2009, an increase of 4 million from the year before, the Census Bureau reported on Thursday.
The poverty rate climbed to 14.3 percent — the highest level since 1994 — from 13.2 percent in 2008. The rise was steepest for children, with one in five residents under 18 living below the official poverty line, the bureau said.
The report provides the most detailed picture yet of the impact of the recession and unemployment on incomes, especially at the bottom of the scale. It also suggested that the temporary increases in benefits in aid provided in last year’s stimulus bill eased the burdens on millions of families.
Those temporary increases are just that, and that money will run out. Congress is not going to authorize another hundreds of non-existent billions in 'emergency spending' to keep welfare benefits and food stamps going indefinitely. OS had to explain to a visitor from overseas last week that one in about seven people in this country are on some sort of public assistance.
It's scandalous, previously unimaginable.
How does OS suggest to BB that the very Democrat people and policies he has so adored for so long have helped create the terrible poverty he now grieves?
The Right, for its part, has really skewed the discussion for years, focusing on a small set of hot-button social issues, and ignoring the obvious overwhelming moral failure of a government that has pushed so many people over the cliff into poverty and despair.
How does OS explain to the Religious Right that, while they were beating their breasts over the social/moral issue of the year (pick one, they have a long list), the very Republican politicians they had passionately supported were systematically destroying the future of their children and grandchildren. Now that's truly a moral issue!
A lot of folks, especially in the Religious Right, won't even speak to BB, because of his way of life. They just assume he's hell-bound, and the sooner the better. BB won't talk to anyone from the Right--they've gone out of their way to be utterly horrible to him. Why should he?
OS fears we are approaching a point where we run out of credible, sane voices in the public square, in every corner of the culture.
We are in profound need of grownups who can understand math, and understand that the Ten Commandments and Our Lord's summary of the law and prophets are not suggestions, nor are they weapons for beating people we don't approve of into submission. He never employed them that way, and neither should we. They are, even for the non-religious, a path to sanity.
And, that in our generation, the bits about not stealing, coveting, murdering, and bearing false witness deserve extra attention.

15 September, 1940: The Day The RAF Saved Civilization
Not much celebrated in the US, sadly. We wouldn't be here, sitting at our desks with our coffee cups, had it not been for those gallant boys, and the fabulous spirit of the country that stood behind them.

Also not much noted is the presence of some brave young American lads who had volunteered for the RAF, in defiance of US law at the time. They flew Hurricanes from Debden, and were amongst the flyers scrambled that day. Later on, they were attached to the US Army Air Force, and flew the P-51, eventually destroying 1000 aircraft of the Luftwaffe.
15 September 1940 was the turning point of the war, although only Goering knew it at the time, and would not admit it until later. Britain could not be bullied into submission by bombing, and any attempt at invasion would have been suicidal. The Brits of the 1940's were not about to stand for another invasion from Normandy.
God bless the RAF. May Providence grant us a double portion their spirit for our day.

Paladino Wins GOP Gubernatorial Primary in New York
On Sept. 2, the Yew Nork Times had him trailing by twelve points.
He won tonight by a margin of 66% to 34%.
This was not supposed to happen. OS was in Yew Nork over the weekend, and Paladino's candidacy was still being pooh-poohed by The Times. He was one of those, you know, Conseeeervative Tea-Bagger types, and all his followers are just hicks, all angry-and-stuff about losing their jobs and businesses and seeing the state government totally out of control. Nothing to see here, just keep moving along.
Tomorrow morning should be interesting. Obama Bob hit all three morning network shows on Monday, bam-bam-bam, within one half-hour time segment, pushing the spin of the day.
How does he plan to spin this?

Tea Party favorite Christine O'Donnell, a perennial candidate with no government experience, soundly defeated veteran politician Mike Castle for the Republican Senate nomination in Delaware Tuesday -- posing a major upset to the political establishment on the last big day of primaries.
With all precincts reporting, O'Donnell beat Castle 53-47 percent.
O'Donnell's win stands as the latest sign of Tea Party strength but also the latest test of whether that movement helps or hinders the Republican Party, with an open seat and perhaps a GOP Senate majority at stake.
The National Republican Senatorial Committee issued a terse statement congratulating O'Donnell for her nomination "after a hard-fought primary campaign."
Hmmm...will be interesting to see just how down-and-dirty the Democrats will be willing to get to hold on to the seat recently occupied by Joe Biden. BTW, it's not the 'Biden Seat'. It belongs to the voters of Delaware. O'Donnell can likely win if she reminds her constituents of that one simple fact.

In this case, we have Fidel and Raoul Castro, each in their own way, admitting that the socialist state they erected, enforced (generously propped up with Russian money), built a police state for, and attempted to export at the point of the gun for the past fifty or so years is, in fact, an abject failure.
They, in contrast to Our Beloved Leader, are laying off government employees in large numbers--500,000 on the first round, with more to come. They are encouraging the formation of small businesses, and beginning to take their boot-heel off the neck of the country.

Cuba will lay off more than half a million state workers and try to create hundreds of thousands of private-sector jobs, a dramatic attempt by the hemisphere's only Communist country to shift its nearly bankrupt economy toward a more market-oriented system.
The mass layoffs will take place between now and the end of March, according to a statement issued Monday by the Cuban Workers Federation, the island nation's only official labor union. Workers will be encouraged to find jobs in Cuba's tiny private sector instead.
"Our state can't keep maintaining...bloated payrolls," the union's statement said. More than 85% of Cuba's 5.5 million workers are employed by the state.
Well, cut my legs off and call me Shorty! Obamanomics, modeled on Fidel-o-nomics, sucks, creates poverty, malaise, and despair. And the government of the Worker's Paradise admits it! Within a couple of years, OS predicts the only remaining socialist true believers left in the US will reside in the White House, Harvard, Yale, UC Berkley, Plains Georgia, and Miz Nancy's and Mr. Harry's unsold autobiographies in the sale bins of discount bookstores in strip malls.

Even more striking was something he said at lunch on the day of our first meeting. We were seated around a smallish table; Castro, his wife, Dalia, his son; Antonio; Randy Alonso, a major figure in the government-run media; and Julia Sweig, the friend I brought with me to make sure, among other things, that I didn't say anything too stupid (Julia is a leading Latin American scholar at the Council on Foreign Relations). I initially was mainly interested in watching Fidel eat - it was a combination of digestive problems that conspired to nearly kill him, and so I thought I would do a bit of gastrointestinal Kremlinology and keep a careful eye on what he took in (for the record, he ingested small amounts of fish and salad, and quite a bit of bread dipped in olive oil, as well as a glass of red wine). But during the generally lighthearted conversation (we had just spent three hours talking about Iran and the Middle East), I asked him if he believed the Cuban model was still something worth exporting.
"The Cuban model doesn't even work for us anymore," he said.
This struck me as the mother of all Emily Litella moments. Did the leader of the Revolution just say, in essence, "Never mind"?
I asked Julia to interpret this stunning statement for me. She said, "He wasn't rejecting the ideas of the Revolution. I took it to be an acknowledgment that under 'the Cuban model' the state has much too big a role in the economic life of the country."

Back In The Saddle
It always takes a day or so to mentally regroup after arriving home from travels. So, OS won't even pretend to have much of value to offer.
He did spend the weekend with folks from 'Over-There' and 'Over-Here', and was given much food for thought. Perhaps, order will emerge from the impressions over the next few days.
Upon his return home, he departed the airport for the funeral of a long-time colleague, who died unexpectedly of a medical condition the gent was unaware he suffered. Three years younger than OS. It was sobering, even though the event was overflowing with people recounting happy memories of the deceased.
Life is short. If we're gonna get something worthwhile done, today is a good time to begin.
But, to thank you for stopping by, here are two wonderful moments from Red Skelton, who most definitely got worthwhile things done by bringing so many such joy.

Dudley Moore Performs: Colonel Bogey Meets Beethoven
We all remember Dudley from the movie '10', that painful exploration of middle-aged manhood, and 'Arthur', a poignant story of a grown-up little boy who is forced to finally embrace adulthood.
What most of don't remember about Dudley was his earlier work, including the fact that he was hands-down a crack musician.
The UK and US once were countries that produced brilliant performers who brought a profound literacy to their game, and audiences that understood subtle humor, such as treating the 'Colonel Bogey March' theme as the subject of a sonata movement in the style of Beethoven.
OS hopes you enjoy this moment. He had the privilege of hearing Dudley perform live in the 1980's, and it was an inspiring evening.

Now, There's A Fine How-dya-do!: Today's 'Meet The Press'
So, OS is about to head to breakfast for Conference Day 2, and has the local NBC affiliate on the hotel room.
Wrapping up the hour, and the hostess announces: And now, looking ahead, David Gregory on Meet The Press will explore the question-'Have Americans lost faith in President Obama to lead the country out of this depression? David Axelrod joins him, etc....'
Hello? That's NBC, the Kool-Aid Network, using the dreaded 'D-word' in the same sentence referring to The Anointed One. It wasn't ad-libbed, either--the young lady was reading copy.
OS had a momentary vision of rats fleeing a sinking ship.
